Beneficiaries/Target Beneficiaries

Individuals and legal entities of a private nature, as well as communities of property or civil societies or any other type of economic unit or separate estate lacking legal personality with tax residence in Asturias, and: - Are registered in the Tourist Activities Register of the Principality of Asturias or have submitted a full declaration of responsibility for obtaining tourist classification. - They are registered in the Census of Entrepreneurs, Professionals and Withholders of the State Tax Administration Agency. - Their activity is classified under one of the following CNAE: 551 Hotels and similar accommodation. 5510 Hotels and similar accommodation. 552 Tourist and other short-stay accommodation. 5520 Tourist and other short-stay accommodation. 553 Campsites and car parks. 553 Camping sites and caravan parks. 559 Other accommodation. 5590 Other accommodation. 56 Food and beverage service activities. 561 Restaurants and food service activities. 5610 Restaurants and food stalls. 5621 Catering of prepared meals for events. 5629 Other food service activities. 5630 Drinking establishments 7911 Travel agency activities. 7912 Tour operator activities. 799 Other reservation services and activities related to reservation services. 7990 Other reservation services and related activities. 9004 Operation of entertainment venues. 9104 Activities of botanical gardens, zoos and nature reserves. 9321 Activities of amusement parks and theme parks. 9329 Recreational and amusement activities.

Eligible Actions

For all types of action, the amount of the subsidies is: The amount of the subsidy will be the eligible cost of the action, provided that this does not exceed the value of €300,000 - The amount of the subsidy will be the eligible cost of the action, provided that this does not exceed the value of €300,000. minimis- neither in this aid nor within the time and quantity limits laid down for aid minimisin which case this amount shall be the maximum amount of aid to be received, and in no case may the acquisition cost of the eligible expenditure exceed the market value. 

  1. Improving the energy efficiency of the thermal envelope 

TargetTo reduce the energy demand in heating and air conditioning of tourist establishments, by improving the energy efficiency of their thermal envelope as a whole or in some of its component elements. 

Eligible actionsthermal envelope of the whole building, a room or parts of a building that separate habitable rooms from the outside environment (air, ground or another building) and interior partitions that separate habitable rooms from non-habitable rooms, as defined by the CTE. 

  1. Photovoltaic installations for self-consumption 

TargetReducing conventional energy consumption in whole buildings, premises or parts of the building intended for use as a tourist enterprise, by using photovoltaic solar energy for electricity production. 

Eligible actionsThose intended for the development of solar photovoltaic installations for the production of electricity from renewable sources, including energy storage installations, for self-consumption. Characteristics to be met by the installations: 

  1. Requirements established in the REBT, current regulations and having licences and authorisations. 
  1. On an annual basis, the electrical energy consumed is equal to or greater than 80% of the annual energy generated (must be entered in the Register of installations without surplus). 
  1. Only storage facilities that do not exceed a ratio of installed storage capacity to generating capacity of 2 kWh/kW will be considered eligible. In addition, they must have a minimum guarantee of 5 years. 

Lead-acid technologies for storage will not be eligible. 

  1. They shall have a system for the management, active control and monitoring of both generation and storage and demand for electricity. 
  1. The justification of the expected production and the projected self-consumption will be based on the historical consumption of the building. 
  1. Waste management measures 

TargetThe reduction of waste and the circular economy, through actions aimed at the reuse of waste from tourism activity. 

Eligible actionsThose that make it possible to improve the separation and treatment of waste generated as a result of the activity of the tourism company, including those listed below for guidance purposes and without limitation: 

  • Equipment for the separate collection of bio-waste for biological treatment 
  • Equipment for separate waste collection 
  • Bio-waste community composting facilities 
  • Equipment for the separate collection of used cooking oil for biofuel production. 
  1. Energy efficiency improvements in lighting installations 

TargetTo reduce the energy consumption of lighting installations in entire buildings, premises or parts of existing buildings in tourism enterprises. 

Eligible actionsThose that improve the energy efficiency of indoor lighting installations in buildings, premises or parts of buildings used for tourism, as well as ornamental outdoor lighting and outdoor car parks attached to the building, regulated by the Regulation on energy efficiency in outdoor lighting installations approved by Royal Decree 1890/2008, of 14 November, among the actions will be indicative and not restrictive in nature: 

  • Luminaires, lamps and equipment [...] 
  • Systems and elements enabling local, remote or automatic control [...]. 
  • Change of lighting system: relocation of lighting points using previous technologies in such a way as to reduce annual electricity consumption compared to the current lighting system. 
  • Systems and elements enabling remote control or automatic control by digital means of installations intended to control: 
  • Efficient lighting systems adjusted to the needs of the moment. 
  • Automatic control systems for awnings, blinds and curtains for the whole building, premises or part of the building, allowing optimal use of sunlight. 
  • Systems for automatic control of switching on, switching off and dimming of lighting in whole buildings, premises or parts of buildings. 
  • Implementation of monitoring systems that make it possible to know at all times the comfort conditions and the suitability of the actions carried out to improve efficiency. 

Minimum energy efficiency requirements set out in document HE-3 of the CTE. 

  1. Replacement of equipment for efficient household appliances 

TargetTo reduce electricity consumption in professional household appliances and equipment by replacing them with new equipment with high efficiency and low energy consumption energy labelling. 

Eligible actionsReplacement of equipment: 

  • Refrigeration with a direct sales function and professional refrigerated storage cabinets [...]. 
  • Professional kitchen equipment, consisting of industrial ovens, industrial coffee machines, cutlery polishers, industrial fryers, dishwashers and washing machines, for new equipment with high energy class labelling in accordance with current legislation. 
  • Professional hotel equipment, consisting of industrial washing machines, industrial dryers, ironers and ironing machines, industrial hoover for new equipment with high energy class labelling in accordance with current legislation. 

They shall be registered in the European EPREL database. 

In the calculation of final energy savings, the energy labels of the new and old equipment shall be taken into account, if the old equipment does not have an energy label, it shall be considered as G-rated. 

The replacement of several household appliances is considered a single action. 

  1. Digitalisation, automation and control and building management systems 

TargetTo reduce the energy consumption of the whole building, premises or part of the building, through the installation and management of an automation and control system for the energy consuming and/or producing installations, as well as other actions on the equipment of the generation, distribution, regulation and emission subsystems. 

Eligible actionsThe installation of a new automation and control system, the extension or improvement of an existing one, provided that the energy consumption of the whole building, premises or part of the building is reduced, while maintaining or improving the comfort and health conditions established by the regulations.  

Eligible actions are those carried out, among other energy-consuming installations, in heating, air-conditioning, ventilation and domestic hot water production installations designed to meet the demand for thermal comfort and hygiene of people in complete buildings, premises or parts of buildings, as well as the air-conditioning of swimming pools.
