Call for proposals for building-level rehabilitation grants under the Recovery, Transformation and Resilience (RRR) Plan

Beneficiaries/Target Beneficiaries

Eligible beneficiaries are The owners or usufructuaries of detached single-family dwellings or grouped in rows and of existing buildings of collective housing residential typology, as well as of their dwellings, whether they are natural persons or have legal personality of a private or public nature. Public administrations and bodies and other public law entities, as well as public companies and trading companies wholly or majority owned by the public administrations that own the properties. Owners' associations, or groups of owners' associations constituted in accordance with the provisions of Article 5 of Law 49/1960, of 21 July, on Horizontal Property, or equivalent in applicable provincial regulations. Owners who, in grouped form, are owners of buildings that meet the requirements established in article 396 of the Civil Code and have not granted the constitutive title of horizontal property. Cooperative societies composed in a grouped form by owners of dwellings or buildings that meet the requirements established in article 396 of the Civil Code, as well as by the owners that make up communities of owners or groups of communities of owners constituted in accordance with the provisions of article 5 of Law 49/1960, of 21 July, on Horizontal Property, or equivalent in applicable provincial regulations, and by cooperatives under a regime of cession of use of their dwellings. The tenant or concessionary companies of the buildings, as well as cooperatives that accredit this condition, by means of a valid contract, which grants them the express authority to undertake the refurbishment work that is the object of the programme.

Eligible Actions

The eligible actions under this programme are:

  1. Actions for the improvement or rehabilitation of buildings of predominantly residential use for housing with the limits established in the Call Resolution, provided that a reduction of at least 30 % is obtained in the indicator of non-renewable primary energy consumption, referring to the energy certification.
  1. In buildings located in climate zones C, D and E, according to the climatic classification of the Technical Building Code, a reduction in the overall annual energy demand for heating and cooling of the single-family dwelling or building, as appropriate, of at least
    • Climate zones D and E: a 35 %
    • Climate zone C: a 25 %
  1. In the case of buildings subject to some level of protection because they are part of a declared environment or due to their particular architectural or historical value, in which actions on the elements that make up the thermal envelope are limited, it is not necessary to comply with the demand reduction requirement established in paragraph 2 of this article. However, those elements of the envelope on which intervention is possible must comply with the limit values of thermal transmittance and air permeability, where applicable, established in table 3.1.1.1.a¿HE1 and 3.1.3.a¿HE1, of Basic Document DB HE on Energy Saving of the Technical Building Code.
  1. In buildings in which energy efficiency improvement interventions have been carried out in the last four years in which it can be accredited that the overall annual energy demand for heating and cooling has been reduced by a percentage equal to or greater than that established in the Resolution of the call for applications, they are exempt from compliance with the requirement to reduce the overall annual energy demand for heating and cooling. When in said interventions, a reduction equal to or greater than the established percentage was not achieved, the requirement may be considered to be met if, with the joint consideration of the actions carried out in the aforementioned interventions and those carried out in the action that is the object of the application, the corresponding percentage of reduction in demand established is achieved, which must be accredited by means of the corresponding energy efficiency certification.

Purpose

Obtain aid aimed at financing works or actions in buildings of predominantly residential use in which an accredited improvement in energy efficiency is obtained, with special attention to the building envelope in buildings of collective residential typology, including dwellings, and in single-family dwellings, charged to the Recovery, Transformation and Resilience Plan.

Further information

  • The actions to be financed through this Programme must be completed, in any case, before 30 June 2026.

 

  • The documentation accrediting the completion of the actions and the fulfilment of the purpose of the subsidy must be submitted to the Principality of Asturias within a maximum period of three months from the end of the maximum period granted for the execution of the actions, and always before 30 September 2026.
