Project description

The Plan4COLD Project focuses on supporting municipalities with more than 45,000 inhabitants in Southern Europe to develop their heating and cooling plans in order to comply with the requirement set out in Article 25 of the Energy Efficiency Directive. The project will develop tools and provide support to train local authorities in the preparation of these plans. In addition, 10 sustainable heating and cooling plans will be defined in cities in Italy, Greece and Portugal. The lessons learned will be used to propose recommendations for policy development at national, regional and local level to enable a successful implementation of Article 25 of the Directive.

Asturias will participate in collaboration with the city council of Siero, which will act as a follower city, to learn and evaluate how to implement the Plan in the municipality.

The project has five main objectives:

  • Raise awareness of the need to implement Article 25 of the Energy Efficiency Directive.
  • Highlighting the particularities of southern European municipalities in implementing heating and cooling networks.
  • Train professionals for the implementation of sustainable heating and cooling plans.
  • Accelerate the energy transition in the heating and cooling sector by supporting the development of sustainable heating and cooling plans defined on the basis of energy efficiency and renewable energies.
  • Capitalise and build on knowledge gained in previous projects on sustainable heat and cold supply.
