The 23 July was published in the Official State Gazette (BOE) on Royal Decree 681/2025which introduces important new developments in relation to the accreditation of the competent technicians responsible for drawing up the energy performance certificates for buildings.

Main new features of the Royal Decree:
1. Redefinition of the competent technician
The figure of the competent technician is adapted to a model that focuses on professional knowledge and qualificationsThis is a shift away from a purely generic qualification-based approach. This change seeks to ensure that the people who produce the certificates have the specific training necessary to ensure the quality and reliability of the process.
2. New avenues for accreditation
The decree states two distinct tracks to be accredited as a competent technician:
- One for those with university degree.
- Another for those with Vocational training qualification or certificate of professionalismprovided that they can demonstrate the necessary knowledge of energy efficiency.
3. Establishment of the Centralised Administrative Registry
A new Centralised Register of Competent Technicianswhich will bring together all nationally accredited professionals.
- A time limit of eight months to enable the computer system hosting it.
- The autonomous communities have twelve months to define and implement its registration procedure, adapted to the new framework.
4. Repeal of Royal Decree 891/1980
The new Royal Decree repeals the Royal Decree 891/1980on solar panel type-approval, in line with European New Approach policies and the New Legislative Framework, which are in favour of the free movement of goods in the European Union.
This new regulatory framework represents a step forward towards greater professionalisation of the sector and a reinforcement of the quality of the energy certificate, a key tool for the energy transition and the decarbonisation of the building stock.
